The North Little Rock Finance Department’s mission is to provide sound financial management, ensure financial reporting is accurate and timely, and safeguard the City’s assets while providing exemplary service to policy makers, departments, investors, and the community.
The City of North Little Rock’s Finance Department is responsible for the oversight of all financial activities and staff including Accounting, Accounts Payable, Commerce, Grants and the Payroll Divisions.
The Accounting Division is responsible for the accurate and fair presentation of the City’s financial transactions in accordance with Generally Accepted Accounting Principles (GAAP).
The Accounts Payable Division is responsible for reviewing all invoices and travel documents and ensuring accurate and timely payments to vendors.
The Commerce Division has the responsibility to purchase goods, services and supplies, on behalf of the City, through the following procurement methods:
- Purchase Orders
- Invitations for Bids (IFBs)
- Request for Qualifications (RFQ)
- Request for Proposals (RFP)
This division also administers the sale and auctioning of City surplus property and equipment through the online auction site, www.GovDeals.com.
The Grants Division is responsible for working with other departments to locate and apply for federal, state and private grant opportunities. This division also ensures city grants are properly administered, recorded, documented, spent and reported in accordance with grant terms and awards and local, state and federal regulations.
The Payroll Division is responsible for planning and directing the related activities of the bi-weekly payroll process and ensuring payroll is processed in compliance with all applicable guidelines, policies, procedures, laws and regulations.
