Finance

The North Little Rock Finance Department provides fiscal oversight of City operations, including income and expense tracking, grant administration, vendor payment processing and all payroll functions.

About

The Finance Department has several staff members that are responsible for all accounting functions for the City including general ledger, accounts payable and receivable, cash management (including investments), cash receipts, employee benefits (including non-uniform pension), and financial statement preparation. The Electric Department accounting staff and the Utilities Accounting department staff also report to the Finance Director.


Services Provided

The Finance Department staff provides services to internal and external customers.

Typical services provided to department heads include assisting with budget preparation, researching expenditures and providing documentation related to such, and assisting with budget management throughout the year.

Typical services provided to employees include assisting with insurance enrollment and questions, leave balance questions, and retirement benefits.

Typical services provided to external customers or citizens include answering questions about the City's finances or providing documentation related to Freedom of Information requests.

Q.  How are my tax dollars spent?
A.  A large portion of the budget is expended on public safety. The budgets for Police, Fire, and Emergency Services amount to 62.82% of the General Fund expenditures in FY19. Approximately 450 employees work in these departments which is approximately 52% of the City’s workforce. Click here to see a pie chart of the city's expenditures.

Q.  Are the City's revenues increasing?
​A.  The projected General Fund revenues for FY19 are approximately 3.45% higher than in FY18. The largest single type of revenue we collect are city and county sales taxes and represent 47.86% of the total projected General Fund revenues. In August, 2017, the voters of North Little Rock passed a 1% City sales tax increase. One half of the additional tax revenue funds the general operations and maintenance of the General Fund and the other half is a temporary five-year tax which is being used to repair streets and drainage in all wards, repair and/or replace fire stations, and construct a new justice building to house the North Little Rock Police Department and the District Courts.

Q.  Can I pay for services with a credit card?
​A.  Many of the services provided by the City can currently be paid for with a debit/credit card.  We now accept debit/credit cards in the City Clerk’s office, the Planning Department, the Animal Shelter, some Parks locations, the Hays Senior Center, and District Court.
