The North Little Rock Fire Department consists of four main divisions:

Chief Tucker is a 30 year veteran of the fire service. He has been both a paid and volunteer firefighter. He served as the Fire Department's Training Captain for 16 years before being promoted to Assistant Chief in 2016. He was chosen by Mayor Joe Smith to lead the department in 2017. 

Training Captain - Captain Billy Jones - (501) 340-5386
Captain Jones supervises all phases of training, ensuring that fire department members are properly trained in fire suppression, rescue operations and Hazardous Materials Response.  Captain Jones also serves as the Health and Welfare Officer for the department and as point of contact for the Citizens Fire Academy. He is a licensed Paramedic and Fire Instructor. Captain Jones is the department's principal grant writer, securing over two million dollars in grants over the past four years. 

Staff Captain - Captain Ricky Cranford, (501) 340-5410
Captain Cranford oversees the daily administrative duties of the NLRFD and serves as its GIS coordinator and Haz-Mat Coordinator. He researches and applies for grants and oversees the purchasing program. Captain Cranford also manages the Department’s computer network.

Cindy has been with the NLRFD since November 1998. She serves as both the Fire Chief’s assistant and the HR and payroll contact for NLRFD personnel.

Sr. Office Assistant - Peggy Borel, (501) 340-5377
Peggy has been with the NLRFD since 2004.  She is the Fire Marshal's Office Manager.   She issues fire reports and manages all accounts payable/receivables. Peggy is the point of contact for off-site training arrangements. 

Fire Marshal's Office

The Fire Marshal’s Office (FMO) is located in the Police and Fire Training Building at 2400 Willow St. and is responsible for enforcing fire code requirements, including representing the Fire Department at Planning Commission and Development Review Committee meetings.  The FMO conducts on-site inspections to ensure fire code compliance for new construction, sprinkler systems, alarm systems and kitchen suppression systems. The FMO conducts investigations to determine cause and origin of fires. The FMO investigates arson and pursues criminal prosecution in conjunction with the NLR Detective's Office. The FMO is responsible for review of construction, alarm and sprinkler plans. It issues burn permits and coordinates public fire prevention programs and public relations. The office reviews all public relations requests and oversees the Public Information Officer duties.

Fire Marshal - Chief John Pflasterer (501) 812-5940
Chief Pflasterer was hired by the city in 1995. He has a Bachelor’s of Science Degree in Public Safety. He is a Paramedic, Certified Law Enforcement Officer, Hazardous Materials Technician, Fire Investigator and Fire Code Inspector. He has served as a Firefighter, Driver, Training Officer, Staff Captain and has worked for six years in the Fire Marshal’s Office. He is currently the Public Information Officer for the Department. Chief Pflasterer is a military veteran, serving a total of 23 years in the U.S. Army and Arkansas Army National Guard. 

Assistant Fire Marshal - Captain David Wilson, (501) 812-5941
Captain Wilson was hired by the Fire Department in 1994.  He has promoted through the ranks and has served as a Firefighter, Lieutenant and Captain. He has served his community as both a paid and volunteer firefighter. David is a licensed Paramedic, Law Enforcement Officer, Fire Investigator and Code Inspector. He brings with him years of construction experience.

Deputy Fire Marshal - Lieutenant Dustin Free (501) 812-5942
Lieutenant Free was hired by the Fire Department in 1999. He is a certified Law Enforcement Officer, Fire Investigator and Code Inspector. Lt. Free brings with him many years of firefighting experience as a paid municipal firefighter and also as a volunteer firefighter.

Public Information Office

Chief John Pflasterer and Lieutenant Billy Jones serve as NLRFD’s Public Information Officers (PIO).  They are responsible for disseminating information to the public and the media.

Battalion Chiefs

Three Battalion Chiefs command their respective crews. Each shift consists of 11 stations and 13 units. Battalion Chiefs direct and supervise the fire fighting force, including emergency incidents involving structure fires, hazardous materials response, river incidents, vehicle accidents, emergency medial response and lifesaving rescue work. Each Battalion Chief brings with them many years of emergency and management experience. 

A Crew Battalion Chief - Alfred Cerrato

Chief Cerrato is a 36 year veteran of the NLRD. He has an Associate's Degree in Fire Science and is a certified Emergency Medical Technician. Chief Cerrato has been a Battalion Chief since 2006. 

B Crew Battalion Chief - Phil Pounders

Chief Pounders began his Fire Department career in 1985.  He was promoted to Battalion Chief in 2009.  He has certifications for Chief Fire Officer, Public Information Officer, Safety Officer, EMT, and Hazmat Tech.  He is also a Type 3 Safety Officer with the Arkansas All-Hazard Incident Management Team. Chief Pounders developed the Fire Department’s Citizen’s Fire Academy - the first in the State.  He has a Bachelor of Arts degree from Ouachita Baptist University in Business Administration and in Economics.  He is also a licensed carpenter. 

C Crew Battalion Chief - Roger Robinson

Chief Robinson has been in the fire service since 1988.  He is an original member of the NLRFD Special Operation's Team.  He is an active member of the Arkansas Crisis Response Team and a member of the International Association of Fire Chiefs.  He is a graduate of the University of Central Arkansas, graduating with a Bachelor's Degree in Business Administration.
